The Navy has a list of company's that make replacement certificates. I'll print the info here in case the Navy link goes away:

Ordering Unofficial US Navy Certificates
Related Resources: Crossing the Line, Plank Owner and Other Unofficial Certificates Acquired by Naval Personnel

The certificates and cards Sailors receive as mementos for crossing the Equator or the Arctic Circle or for being plankowners are purchased by the individual command from various printers. These are NOT official documents. Copies would have to be obtained from one of the various printers listed below.

Here's a success story of one of our shipmates, Kurt Mansfield, getting a Shellback Certificate reproduced.

Quote
Just wanted to drop you a note about the reproduction shellback certificate I had made. The U.S. Naval institute has reproduction certificates available (only 11X15 though $12.50+shipping) if you can give them your name, name of your ship, the date/longitude and the Commanding Officer they will print it for you (althought if you don't specify the lettering in black, they will print your name ect... in red)
Then I took it to a local print shop who reproduced it to the original size of 16X20($10 for scanning the document+$25 for the print).I tried to get it done on parchment, but the company's laser printer wouldn't feed the parchment paper I provided and when they tried it on the inkjet printer, the parchment paper wouldn't absorb the ink properly so I had to use thier stock paper...
On the gold embossed Coral Sea seal...I found another printer who can make an embosser for me with my design, so I'm going there today to order the embosser which will cost me anywhere from $40-$60 depending on the design but after that I can emboss as many stamps as I want
So for $55 (not including the embosser and stamp) I have the shellback Certificate recreated...not including the CO's signature, but who's going to know the difference between his signature and my forgery!
